Dave Todd, Managing Director

Appointed Managing Director – Hill & Smith Infrastructure Ltd in 2025, Dave joined in 2016 as Director – Hardstaff Barriers and became Managing Director – Services – Hill & Smith Infrastructure in 2020. Prior to joining, he has held leadership positions at leading infrastructure organisations, such as Amec and Morgan Sindall.

With over 20 years of experience delivering major projects across Highways and Rail, Dave has played a key role in landmark schemes including HS1 and the Managed Motorways Programme and brings deep expertise in strategic delivery and operational excellence to the business. He holds a BA (Hons) in Leadership & Management (First Class) and is a Chartered Manager with the CMI.

Nigel Bullock, Solutions Director

With a deep-rooted passion for road safety, Nigel has dedicated the last three decades to improving highway safety. Driven by a commitment to innovation and the development of technologies that mitigate the severity of accidents and save lives, Nigel was part of a pioneering team that introduced cutting-edge technologies to the UK.

He became the Managing Director of an SME specialising in road safety equipment in 2007. Nigel joined Hill & Smith Infrastructure in 2019, and continues to pursue his vision, leading on solutions development and implementation.

Steve Dungar, Commercial Director

With over 10 years of experience in various commercial roles at H&SI, Steve has a deep understanding of how the business operates and how to best serve its customers. Steve brings a strong focus on process development and compliance.

As Commercial Director, he manages commercial risk and ensures contractual commitments are met, always seeking to enhance service levels. Steve promotes a culture of collaboration, and open communication.

David Hughes, Operations Director

With over 40 years of experience in the Highways industry, David brings a wealth of operational expertise and leadership to Hill & Smith Infrastructure. Joining in 2015 as Operations Manager, he has played a pivotal role in ensuring seamless communication and project delivery. Since joining, David has progressed through key leadership positions before taking on the Head of Operations role.

He has previously held senior operational roles with Enterprise and JPCS, and earlier on served as Traffic Manager and VRS Manager, building a strong foundation in traffic management and safety systems.

Nick Wills, SHEQ & ESG Director

Nick brings over 19 years of experience leading health, safety, and quality management within the infrastructure and construction sector. His expertise spans ISO 9001, 14001, and 45001 compliance, regulatory frameworks such as NHSS10B, and the development of robust ESG strategies. With a strong background in driving continuous improvement, leading internal audits, and supporting ISO certification processes he is committed to fostering a culture of safety, quality, and sustainability across all levels of the organisation.

Nick has an MSc in Environmental Health and Safety and a Chartered Health and Safety Professional designation.

Francesca Lamb, HR Director

Francesca is HR Director for Hill & Smith Infrastructure Ltd and leads the strategic people agenda to enable growth and enhance organisational performance. She joined Hill & Smith in 2018 and also holds HR responsibility for Hill & Smith VRS Ltd and Asset International Structures Ltd.

A CIPD Chartered HR generalist, Francesca takes a strategic yet people-centred approach to culture, leadership development and organisational change, focused on building capability and creating a high-performing, progressive and engaged organisation.

Alan Reed, Finance Director

Alan qualified as a Chartered Accountant with PwC before joining Hill & Smith PLC in 2017 to lead the group’s internal audit function. Since then, he has held several roles across the PLC Group and was appointed Finance Director of Hill & Smith Infrastructure Ltd in 2022.

In his role, Alan is responsible for financial strategy and administration and also undertakes this role for the fellow PLC Group company Hill & Smith VRS Ltd.

Shaun Bentley, General Manager HVM & Perimeter Security

Shaun joined Hill & Smith Infrastructure in May 2023 and is now the General Manager for HVM and Perimeter Security. He leads the National Barrier Asset delivery with Counter Terrorism Policing and oversees all operational HVM activities. He owns the deployment design process and ensures each solution meets the operational need for every customer across all sectors.
