BSI PAS 68 Impact Rating
PAS 68 is the UK standard for impact-rated hostile vehicle mitigation systems, proving a barrier or bollard can stop a specified vehicle at a set speed and angle.
ISO 22343
ISO 22343 is an international standard that sets out how to design, test, rate and use vehicle security barriers (VSBs). These VSBs which include street furniture products such as bollards, planters, litter bins, seating, cycle stands and road blockers, are installed to protect people, buildings, and public areas from threats involving vehicles, especially from hostile vehicle attacks like ramming incidents.
PAS 68 and IWA14.1 were superseded in September 2023 by the publication of ISO 22343 by the British Standards Institution (BSI).
IWA 14-1 – International HVM Standard
Recognised globally for hostile vehicle mitigation performance.
ISO 9001 / 14001 / 45001 – Certified Management Systems
Quality, environmental and health & safety assurance for design, manufacture and installation.
PAS 2080 – Carbon Management
Supports low-carbon delivery of temporary HVM deployments.
NPSA’s Vehicle Attack Delay Standards (VADS)
VADS is designed to test barriers predominantly used at temporary events, providing a pragmatic, affordable and achievable level of protection.

Mourners who visited Queen Elizabeth II’s funeral and paid their respects in Westminster were protected from the threat of vehicle-borne attacks thanks to years of meticulous planning and one of the largest ever deployments of Hostile Vehicle Mitigation (HVM) barriers in UK history.
Bath Christmas Market is one of the UK’s most popular festive events, featuring food and gift stalls across the city’s pretty Georgian streets.
The award-winning event, which took place from November 28 to December 15, 2019, also featured a food and drinks lodge and an ice skating rink.
The event organisers, Visit Bath, were looking for a new barrier system to keep the many thousands of visitors to the city’s 2019 Christmas Market safe.
They wanted to protect the crowds from errant and hostile vehicles, while allowing the free-flow of pedestrians and a rapid blue light route for emergencies.
Birmingham’s annual Christmas Market is the largest authentic German market outside of Germany and Austria and is the pride of Birmingham’s annual event calendar. Having started in November 2001, the annual event has grown in popularity each year and now welcomes over 6 million visitors over a six-week period.
Held in Centenary Square, not only does the square need to accommodate crowds of visitors throughout the 6-week period, the area is also situated next to a busy central road and bus route. This escalated the need for barriers to be more than just crowd safety barriers, but also to meet crash test certification.

HVM stands for Hostile Vehicle Mitigation. It encompasses measures taken to reduce the risk posed by vehicles used in attacks. This includes temporary or permanent physical security measures like barriers and bollards, which we specialise in. HVM is predominantly utilised to protect pedestrians at large events as well as busy areas (town centres) and critical infrastructure, like government buildings.
Crowded places are vulnerable to vehicle-based attacks or accidental incursions. Certified HVM barriers and bollards reduce these risks and can help compliance needs.
We offer temporary HVM systems that are tested and rated to meet BSI PAS 68, IWA 14-1 and ISO 22343 impact rating standards and NPSA’s Vehicle Attack Delay Standards (VADS).
We offer rapid deployment aligned to event build and break windows, including same-day or next-day installs where required. Modular, surface-mounted systems allow fast setup without disruption.
